An occupied city or fort exerts a threat zone around its perimeter (p.9).
Does an enemy element OUTSIDE a city or fort exert a threat zone upon its occupants? ie vice versa.
Or are the occupants free to leave via a gate, eg to run away OR attack an element, even the element exerting (or not) said threat zone?
Answers on the same postcard, please……………

For my pennorth, yes, the city or camp, and hence any elements within, are affected by an external enemy’s threat zone. Effectively the enemy are at the gates, or close enough, so the occupants shut themselves in and May no longer flee… After all if the city is in the enemy deployment zone, enemy cannot start within a base width, so a swift flee could be performed…
