Has anyone used average dice to provide distinction between regular & irregular armies? For example, using them for PIPs for regular armies

Yes, we've tried it. In our opinion, it doesn't work, as the die swing is too much in favour of the 'regular' units. Although the irregulars can roll a 6, rather than a 5, the regulars' inability to roll 1 makes too much difference as their moves can never really stall.

For example, using them for PIPs for regular armies You could consider irregular armies as a coalition of tribes, treating each the same as an allied contingent. These can form line with the main body, but move separate. An allied contingent is 2 to 3 elements. Two contingents are 2 elements each. We have used this successfully with Dark Age armies.

A slightly different idea might be to use two D3 dice (112233). It favours regulars as no throw of 1, and you can achieve 6, which you cannot on an average die (233445). It also ups the average from 3.5 to 4.
As an aside some 50 years ago PB had problems with what Americans/Canadians called average, to them an average die was 123456, but Phil meant 233445. For a short period it caused some confusion. If I remember correctly there was quite a lot of discussion in "Slingshot" at the time.

...to throw a one is under DBA rules a disaster but we are wargamer. A lucky commander ist avoiding throwing a one, but does it work in this way? A good commander has to avoid bad terrain for his army but he can not avoid a one throwing by a gamer. But this commander is used to use also bad PIPs... ...by the way DBA is writen to use W6...

You could always go back to average dice for regulars in combat/shooting, like the Good Old Days...
