Since I won a III/23a Khmer army for coming third in the “Steel Warriors Tournament”, I’ve been looking into the history of the Medieval South East Asian Indonesians. According to my (admittedly few) sources, the Kingdom of Cham on the east coast of modern Vietnam was a major naval power with a large fleet of ships:- “Between the 7th to 10th centuries AD, the Cham polities rose to become a naval power; as Cham ports attracted local and foreign traders, Cham fleets also controlled the trade in spices and silk in the South China Sea, between China, the Indonesian archipelago and India. In June 1177 Jaya Indravarman IV (1167–1192 AD) launched a surprise naval assault on Angkor, the capital of Cambodia, plundering it, slaying the Khmer king, leading to the Cham occupation of Cambodia for the next four years.” (Source en.wikipedia.org/wiki/Champa )So why aren’t they Littoral?

You know what I think?… …I think that when the III/23 army was spit into two new sub-lists, nobody checked the Cham history, and they simply copied-and-pasted the old Tropical aggression 2 region into the new 'b' sub-list…

...I don't know if PB allows unauthorized army lists. I have my lists in German and I advise players on building their own lists...
