You have evidently lived there a few years and tried googling for clubs. I know, distances in Cornwall are long and the population sparse so the Newquay and Truro clubs are too far away. Stating the obvious:
[1] Have you tried the Society of Ancients? I think they have a few members in West Cornwall.
[2] Presumably you have visited the Plymouth Association of Wargamers Annual Show
