4 X spear and shield 4 to a stand
1 X spear and shield 2 to a stand
2 X cav with spears 2 to a stand
2. Romans
CnC X 2
Ballista
2 X cav 3 to a stand
6 X legionnaires 4 to a stand
4 X legionnaires 4 to a (deeper) stand
2 X spear/shield 4 to a stand (deep)
2 X spear/shield 4 to a stand (shallow)
1 X sword/shield (shallow)

Could you post photos as they would certainly help identify the troops?
As both armies span long periods of time the shape of shields and armour would help selecting the proper army list.

Was it implied that either of these formed a DBA army of any sort? They don't fit any DBA 3.0 list, nor any 2.2 as far as I can recall. Are they old looking? could they be from an earlier set? The 4 Ax (legionaries on a 20mm deep stand) places the Romans as EIR or MIR, but with some other elements added, possibly at random. I am not aware of any Indian army with a foot command element. It looks like a classical Indian with most of the elements missing. Anything later has more mounted. Scott

It is also a possibility, that they could be based for another game system.

These appear to be Old Glory Classical Indian figures.
If it represented the II/3 Classical Indian army under DBA 2.2 it was short a few elements. However, judging from the number of Light cavalry the original owner probably experimented with other lists or rule sets.
2 x El, 1 x LCh 3 x LH 8 x 3Lb 8 x Sp 4 x Ps 1 x 4Ax(?) 1 x 3Ax

To make the collection DBA 3.0 compliant first select which Indian list to use.
Looking at the popular II/3a Classical Indian the archers will need to be 4Lb, but the good news is you have enough for two armies (24x). This will mean re-basing and I would recommend using the deeper base (40 x 20mm).
You have a good quantity of javelin figures that would easily make two sets of 4Ax and 7Hd (22x).
Extra javelinmen I would add to an elephant base which is according to the military text of the period.
The light horse will need re-basing to 2 x Cv.
Adding an elephant mounted general and either an extra LCh or 2 x HCh would complete the army.
Keep in mind the long skirt fell out of fashion during the later part of II/3b. The link will offer a better impression. www.google.nl/search?q=classical+mauryan+military+fashion&sa=X&biw=1536&bih=770&tbm=isch&tbo=u&source=univ&ved=0ahUKEwj93oar7q7PAhVL1RoKHW6oCEUQsAQIGw

In fact the later version of the classical Indian has 3 X 3Lb instead of 4Lb and is probably the better army as a result. You will still need to add some elements though. The same applies to Vedic Indians, although the Lb are now just ordinary Bw. You will have the little matter of adding 4 X LCh though! Scott
