I am aware of the requirements for forming a column, but when you want to move out of column into a line, does that require an expenditure of 1 pip per element in the column?

Yes, 1 PIP per element that you wish to move. They move according to their tactical move so they may not have enough movement to form a line.
I think that the theory is that it's relatively easy to say "Follow me!" and have the troops line up behind. But it takes more Command/Control to form a battle line.
