In DBA there does not seem to be any restriction on Infantry moving into contact with mounted.
Most rules sets do not allow this as I believe there are only a few rare historical examples of foot charging mounted.
I am wondering what the reasoning is in DBA to allow this.

Denying enemy cavalry room to maneuver by advancing against it was done by Caesar, Alexander and Crassus, some with success, others not. After a number of failed charges, horses would become exhausted offering an opportunity for infantry to attack (Battle of Tours, Charles Martel). In DBA terms, enemy cavalry gifted with a series of low pip scores would certainly offer a golden opportunity for infantry to attack it.

I guess, also, with the abstract nature of DBA, that you could argue about the infantry ‘in contact’ being at the stage where they’re loosing off javelins, pila, etc. rather than necessarily being in hand-to-hand combat at this point…

Of course, they must exit the current enemy TZ first.

Thanks all. Makes more sense when you look at it that way.
