As of this year, there are new regulations in place for international delivery to the US. Our postal system require parcels to be prepared online by the sender. Customs forms and franking are to be completed before the parcel is brought to the post office.
The forms are printed and fixed to the parcel, include bar codes to speed delivery. The recipient receives an email with details to track the delivery.
Initially taken by surprise, this actually means less waiting time at the post office as forms and payment are done ahead of the last step, the post office.
There, the parcel is scanned and you are given a receipt.

Not so easy shipping from the US to the EU or UK , with the new VAT rules . Some commpaines have even stopped posting to the EU and UK because of it .

Reading Khurasan’s, “Essential Ordering Information for UK and EU Customers” khurasanminiatures.tripod.com/vat.html is how it should work. This corresponds with what I have read at the Dutch Postal website.

So when does the VAT get paid and at guess it will be by the buyer ?

That is the case in the Netherlands. Depending on the item, that could be 9% or 21%.
