I have been playing DBA3 intermittently with for some time and one rules question I haven’t been able to figure out is whether elephants and chariots are considered mounted or foot. And while I’m asking, what about war wagons?

From the often overlooked "Troop Definitions" section on page 3 of the rules:
Mounted troop types are: Elephants, Knights, Cavalry, Light Horse, Scythed Chariots or Camelry. Foot troop types are: Spears, Pikes, Blades, Auxilia, Bows, Psiloi, Warband, Hordes, Artillery or War Wagons.

And within those definitions, Heavy Chariots are considered Knights and Light Chariots are Cavalry.
