Another problem with 'fast' troops is that some of them have sprung from troops in DBM/DBMM who were 'inferior', not 'fast'. e.g. 3Bw. These guys now get an advantage (greater move distance including through bad or rough going) that more than compensates for their 'lose on ties vs solid foot' combat results.
