I’ve posted this before, but it might be appropriate to repeat it here.
I am reminded of the anecdote from the American Civil War when Major General McCellan in
Command of the Army of the Potolmac came across a potential river crossing point and he and
his aides then debated if it was worth crossing there, and how far was it to the next crossing point,
and how deep it was, and how long it would take to get his men across, and who should cross first...
...when a certain George Armstrong Custer rode into the water (which only came up to his horse’s
belly) and shouted “This is how deep it is Mr General!”
My point is...think about what
you as a general would do in this situation.
Would you send a single bloke forwards to scout and check the river depth and report back to you,
or would you order them to blindly march forwards no matter what as if they were mindless robots?
If the former, then do as the FAQ says:-
move one element forwards for 1 PIP, touch the river, dice for its state, then decide whether to halt,
cross, or bring the rest of the group forwards or not using the same single PIP.
(a lot can happen in 15 minutes of game time...)
