I would think you could do it with "Battle Chronicler" which is a free download. It is meant to be used to compile battle reports but I have used it to make maps showing troop dispositions before battle, The program is worth looking at, but a bit fiddly to use as there is virtually no tutorial but I believe a user has one you can download. Battlechronicler is somewhat fiddly to use. Some of it is odd and difficult/frustrating to master. Once you adjust, it does produce a fairly good map and setup for a game.
I used it in my book for the battles I presented.
