Which would you take, and why?
Steppe, Aggr 3. a) 10 or 12 Cv (incl Gnl), 0 or 2 LH b) 5 Cv (incl Gnl), 2 LH, 3 or 4 3Ax, 1 Ps, 0 or 1 Art
The b) list looks a bit more balanced, but having read all the stuff about weak Ax and Ps of late, I'm not convinced...

Option b - with that Aggression, you’re likely to be playing away most of the time and unless I’m also a mounted based army, I’m gonna be sticking down a lot of terrain against you - take the lights for balance... P

Would you bring the stone thrower as well? Or take an extra 3Ax? The stone thrower.....otherwise you’ll be gazing ar the walls of large forts or cities most (invading due Ag. 3) games.

I like the idea of giving the Avars their stone throwers, as they were using them regularly from 587 AD, and not just on the one occasion in 626 AD at the siege of Constantinople.

I think the best method is to anticipate what your opponent might have, and how you plan on countering them. So for example:- What if the enemy has an Elephant? (bring a Psiloi along, just in case). What if the enemy uses a City/Fort? (bring the Artillery along, just in case). What if the enemy has War Wagons? (again, bring Artillery, which also kills Elephants) What if the enemy has Knights? (bring the Light Horse along to make ‘Pursuit Traps’). What if you need to occupy bad going? (at last those useless Ax have a role to play!). Seems like the III/13b Later Avars have everything to suit your needs. Now if they only had something to hurt the heavy infantry. Yup, it's the stone thrower again with a bit of luck! 
Actually the b list is not the Later Avars. It's the Early Avars immediately following their arrival and subjugation of the neighbourhood, prior to losing face with their subjects and allies after the unsuccessful siege of Constantinople in 626 AD.

As for myself, for another 4 packs (if buying by the pack)/15 figures, I'd be doing both options.
After all, one might decide to engage in a campaign occurring outside that narrow window for the 'b' list.
