I am starting to design a campaign set around the time shortly after the death of Ashurbanipal.
The setup will rely heavily on allies, and I want each side to always have to field at least one allied contingent with their main army.
I have been writing out all the allies for each army and noticed that some armies that list a particular ally do not have itself listed as an ally for the other army.
For example, I/34c Later Hebrew have I/29b Later Philistine as an ally, but Later Philistine does not have Later Hebrew listed as an ally.
There are many more examples of this.
Is this an indication, for example with the Hebrew army, that it was far more likely they would enlist the aid of a Philistine contingent, than the Philistine army enlisted the aid of a Hebrew contingent?
I am just trying to figure out why there is not a 1-1 list for allies in the army lists.

I think page 31, “Allied Contingents”, third sentence, is your answer:- “The allies listed include only armies that fought on the same side in an historical battle and usually only if the allied army is of substantially different troop types or has a completely separate command structure.” Just because the Imperial Romans could persuade, demand, bully or bribe the Armenians or the tiny state of Commagene to send a contingent of allies to bolster the Roman forces, that doesn’t mean these could do the same to the mighty Roman Empire.
