Reading the list, Gallic foot could be classified as 4Wb after Trebia but 4Ax at Cannae.
Are they more effective as Ax?

No, not particularly.
Classification as such does however allow a repeat of Cannae.
The issue here is the lack grading factors for both Romans and Carthaginians.
Fully half the Roman legions at Cannae cold perhaps be rated as "Poor".
The Carthaginian infantry from Gaul is rated in DBMM as "Superior".
Using these grading factors one could find them more effective.
Also, you could make Ax recoil 1BW from Pike and Blade. This also will help with their effectiveness.
