In my group, we used to give crest lines to the dunes, like for the hills.
During our last game, we looked at the question and can not find the point of rule. (neither for terrain definition, nor in the rules of distance of command).
So, is there such a line for the dunes?

No. It’s not a ‘single dune’, it’s an area of many dunes, which can affect visibility/shooting in a different way to a hill.

I think it may depend on the size of the dunes. If it is an area of gently undulating soft sand which is rough going but doesn't block line of sight I would say no crest line needed. But if they are large dunes like Barkens and the like as seen in areas of the Sahara I would say they become hills and need a crest line. Just my thoughts based on logic. But if you wait a bit a real expert will be along to tell you I am completely wrong!

For what it is worth, I think that in the context of the terrain size limits of the DBA battlefield a Sahara (or Great Sand Dunes National Monument, USA)) large dune would just show up as a hill or ridge.
