On reading the rules in BUA I was puzzled by Hamlets and Edifices being classed as Rough going and Bad going respectfully. However,although it is clear that a City or Fort can have only one element occupy them at a time is it the same for Hamlets and Edifices or as they are area terrain can they have more than one element occupying the area of the terrain piece?

Hamlets and Edifices differ significantly from Forts and Cities (which may only have a single element garrison).
Hamlets and Edifices can hold as many elements as you care to cram into them....they’re just a patch of RG /BG, with some affect on visibility etc.

Ditto to Martin. Phil did a bad thing by introducing the original BUA in the second addition. Then he tried to fix it up a little bit in 2.2. In the third edition various participants in the testing complained about the BUA. Phil really wanted to have cities in the game so he could use the models that he had. Then Sue got after him by suggesting that there were various types of BUAs. Phil was very happy with himself when he introduced the edifice so he could use his models as camps. What most players really wanted was a hamlet like the town in HOTT. So he added the hamlet but never really gave good explanations for the hamlet or the edifice, and left out some pieces for the fort. I think most people would be happy if there were only a simple hamlet BUA, that was a city without all the rigmarole.
