Page 12 of the rules refers to 'RECOILING OR BEING PUSHED BACK'; is recoiling different from being pushed back or are they exactly the same?

They are similar, but not the same. Recoil is a combat outcome. "Pushed back" is a result of another element suffering a combat outcome.
The difference is that a recoiled element can possibly interpenetrate or push back an element behind it. A pushed back element may do neither.

In case you don’t have the rulebook, here is the text “If recoiling element is not Elephants, friends facing in the same direction can be interpenetrated if allowed. If not, they are pushed back far enough to make room unless they are Elephants or War Wagons. Pushed back elements cannot interpenetrate or push back others.”
