There is a world of difference between "belongs to" the defender, and "defended by" the defender.
Seems odd that an army would camp, and in the morning deploy, next to a Hamlet or Edifice that the Light Infantry scouts had not already reconnoitred as part of their screening activities. Heck they'd be ordered to seize that temple right quick - it's a fine piece of real estate!
That's how we play it. A city or Fort maybe different due to, oh I don't know, actual defences?

The Camp/Edifice stuff is a mess. We tried to fix a terrible abuse in the FAQ. It all stems from the stupid fluff that Camps must be "temporary" and people wanted to use structures as Camps and in fear some anal opponent would declare them illegal, Phil put in the "Edifice" as Camp confusion so you could use a Sphinx model as your Camp. As usual just a random idea with not much how to included.
Just let your opponent use whatever they want (if legal size) as a Camp model and ignore the Edifice excrement.
