I am confused regarding 0 pip moves.
"In each bound, the first move of each single element or column uses 0 PIPs if it is entirely by road, moves until it contacts enemy or friends, or moves its full tactical move distance, and does not reverse direction. Each other tactical move uses 1 PIP."
Does this mean that an element that recoiled from a combat outcome can move back into contact at the cost of zero pips? Does this also mean a single element can move for 0 pips as long as it moves its full distance? That is a lot of free moving and I thought any action required at least 1 pip.

A little further comment around moving by road can be found in the FAQ. Roads: Q: On my first move of my bound, I moved down a road until I contacted an enemy element next to the road. The moving element must leave the road to conform by using the free base width slide. The slide will take me off the road. Does my move still cost 0 PIPs? A: Yes. Q: Can a single element move sideways and still get the Free PIP Road Move or make multiple road moves? A: No. The center of the moving element's front must stay roughly in the center of the road and its sides roughly parallel astride the road. "...if it is entirely by road..." Yep so an element that usually costs 2 pips to move , can get the move for 0 pips as the move didn't use a pip .

Don’t forget that the first road move each bound can also ignore the extra PIP costs caused by being outside the Command Distance of the General (zero PIPs is...er...zero PIPs!). This sentence has caused endless problems. An extra bit got squeezed in at the last moment. Too many clauses in one sentence.
But the FAQ is correct.
