What the list says in these cases is that you can have 1 element.

The allowable options are 1 element of 3BW (three archer figures on the base) or an element of bow armed PS (two figures). Or 1 element of 3CB (three crossbow figures on the base) or an element of crossbow armed PS.

There is a difference between the 3BW and the 3CB in terms of combat - the 3CB getting kills on KN on ties - but in reality there is no difference between the bow armed and crossbow armed PS aside from the visuals.

In fact you could field a PS element with one archer and 1 crossbowman.

The composition of the PS element is only given for the purpose of historical accuracy.
