Seriously, under the terrain descriptions the rules say that "A river can only be entered when attempting to cross it" That could be interpreted as you can't deploy in it as at that point in time you are not trying to cross it.

I also say not. Logical really, as what type of commander would want troops standing about in water waiting for orders. Cold in, feet sink into mud and any firearms seriously hampered.

One of the quirks of DBA. You can have a river in your deploymnet zone and deploy on either side of it. But don't enter it and you have no idea if it is a raging torrent or a paltry trickle.

This actually arose in discussion around one of the Northern Cup games. With the river running from one deployment area to the other, if you chose to deploy in it, you were pretty much obliged to continue advancing straight ahead until you happened to exit the river (as per the rules; You have to keep going in a straight line), so we decided it was a bad idea.
