Am I right in thinking that the rules for waterways allow players to get around the deployment rules that lay down what can be deployed within 2BW of a battlefield side edge? The rules state that several troop types must deploy at least 4BW from any battlefield side edge but they also state that if a waterway is used then players can deploy 2-3 elements as long as they are a group and at least 1 element is in contact with the waterway and are not El, WWg or Art. Waterways can be as small as 1BW wide. Doesn't this mean that, say, a couple of Bd can deploy on a waterway inside their own half and inside the otherwise 'forbidden' zone?

The answer to your question Martini is...well, sort of. The sequence of actions when setting up a battle is:- Players dice for aggression, and the defender picks and rolls to place each terrain piece. The defender places his camp, then the invader places his. The defender deploys all his troops (except those kept for a Littoral Landing), then the invader does the same. The defender makes the first move, and deploys any Littoral Landing, then the invader does likewise. So the Littoral Landing troops are placed at the beginning of a players first bound, not during deployment. But the effect, as you point out, is as if they were placed 'outside the normal deployment area'.
