If we are going to keep fast/solid designations for certain foot units why not universally apply the concept to all units including mounted units?
Remembering of course that solid and fast are often relative to the troop type (3cm being more solid than 2cm, e.g.)
Currently (not including double based units) we have the following:

Add (or reintroduce) fast spear (3sp)
Treat camp followers and denizens as a solid version of psiloi since they were traditionally used as skirmishers by the main army and are less mobile (being tied to their encampments or BUAs).
Add a 4cv unit to represent cavalry primarily armed with javelins (equites and hobelars) instead of bows (cataphracts)
Treat mounted foot as a "solid" light horse since they are steadier and lack mobility when shooting while dismounted.
Differentiate between fast African elephants and solid Indian elephants.
Differentiate between scythed chariots and other expendables since avalanches and stampedes move faster than heavily encumbered scythed chariots.
Designate command units (liter, command wagon, command post) as a fast version of a war wagon.
Differentiate between fast field (fld) artillery and solid garrison (gar) artillery.
Which gives us the following complete and consistent unit matrix:
Then allow any unit (foot or mounted, fast or solid) to be double based at the player's discretion.
