I have got a simple idea concerning deployment and light armies. The aggression and terrain placement rules concerning attacker and defender apply as usual, but not the defender deploys and moves first. Instead, that player who has got more light units like light horse, cavalry, Ps, 3Ax etc. in his army (edit:) decides which armies deploy and move first. which army deploys and moves first.To determine the exact value of agility or velocity of an army you could simply sum up the movement rates in GG of every (!) unit. Vikings III 40a reach for example a value of 35 (with Ps), whereas II 80c Huns reach the highest possible value of 48. But if you prefer an easier way, simply count the Cav, Lh, and Ps.
