In a recent game, a BUA (a city to be exact) was placed so that it was completely within 6BW of two edges, but as far away as possible from the corner. The enemy player then chose to set up on the side closest to the BUA, which was in their deployment area. It came up whether it was legal for the player to set up already in contact with the enemy BUA.
Is this legal?
We decided to not allow it, just to be safe. The player then set up just a smidge away from the BUA and planned on assaulting it in their first bound.

"All non-garrison troops must deploy at least 3 BW from the battlefield centre line and 1 BW from any enemy city or fort."
