Does a garrisoned City or Fort count as an overlap?

Not near the rules at the moment Darryl, but I think that a BUA cannot be overlapped or provide an overlap.

Daz, I think the rules are pretty clear on this. Is there something here that you didn't understand?
"Close combat against a city, fort or camp: Troops assaulting or defending these use their combat factor against foot and do not count overlaps or flank or rear support. A city, fort or camp can be in contact with the front edges of up to 3 assaulting elements. The defender fights each assaulting element separately in succession, in each combat counting others still in contact as a tactical factor. Combats cease when the defender is destroyed or all assaulting elements have fought. Elephants can assault a city or fort only at a gate. "
The text is not exactly say that cities, etc. give or do not give overlap. But it seems clear that they fight "each element in contact separately in succession"
or are you thinking of a situation where an element is fighting an enemy element to its front and that element is in contact with the city? The attacking element is in corner contact with the man-made structure in what appears to be an overlap configuration. All references to overlap refer to "elements" and a BUA or camp is not an element. So a BUA or camp, even with a defender, cannot provide overlap.
