It appears that you must first make a page with the content you wish the page to feature. Then, at the bottom, there is a categories tab with a blank space where you can add category "tags". So if you had a house rule, you could write the Title for the rule(s) on a page, and place a "House Rules" tag for the page. If you want your page to be easily searched you must add a "tag" to the page using the space at the bottom as previously described.
On the front page of the Wiki, at the bottom, you will see blue text, "Categories: Browse". If you click on Categories it will load a new page with Categories listed in Alphabetical order.
These categories are the "base categories" which are each unique tags created.
If you click on one, any tag related to the category will be listed in alphabetical order. Each of these listed will have the title of the page (Historical Scenario) "tagged" under that category. These will be blue hyperlinks as well so you simply click on the title and off you go!
Note- You can add more than 1 Tag to a page. This means that it will display in more than one category. This is good if you Page is useful to those browsing in other categories so I, personally at least, think it is a good idea to think about how "diverse" your page is.
Another Note- It is not a huge deal if contributors misspell a tag, or slightly modify it, but it will then show up as its own category. As you type a "Tag" a little box will appear below as you type. Each title shown is a previously created "tag" to keep things easier. So keep that in mind as well.
I have been looking around the Wiki to figure this out. It may not be clear, nor the end goal, but this is the typical organization of a Wiki.
