Pavise being defined as 8bw, bowmen protected by a line of heavy foot (Assyrian shielded bowmen, Persian Immortals, Alexander's experimental phalanx, crusader crossbow and infantry, pavise crossbow, Burgundian ordnance longbow and pike, Russian hand gunners protected by mantlets, Ottoman janissaries, etc.)
As such these units were primarily designed to be more effective against mounted troops, with the heavy foot protecting the bow from being overrun by a charge of knights and their shields being used to protect bowmen from cavalry/light horse missiles.
So I proposed that 8bw units keep the current combat factors for bow (2 v. foot and 4. v. mounted).
However, I would alter the combat factors of more general purpose bow (4bw and 3bw) to 3 v. foot and 3. v. mounted - keeping the bow's average combat rating of 3.
