In the french version of the rules, we have a regional index. It isn't the same in the original DBA book ?

You're right. Thanks for sharing your works. I'm planning (maybe a whole life project) to make every army who lived in France or Portugal, and all their opponents. But with my incredible speed of 2 army painted per year, i'll need to live very old ^^

There are a few items in your nomenclature I don't understand. What do "Pa" or "Pj" stand for? --I dare not guess at the workings of the Mind of Stevie, but perhaps Pa = Psiloi Archer and Pj = Psiloi Javelinmen?
Looking forward to perusing this more. Lotsa good stuff here, as usual.

On the nose. See the second page:- “ Legend Unusual troops are in red, and // can dismount during battle. Skirmishers: Pj are javelinmen, Ps are slingers, Pa are archers, Pc are crossbows, and Pv are variable (so could be any type). LH are javelin armed, while HA are Horse Archers. (Some prominent personalities are mentioned in brackets in the Generals column)”And before anyone asks, BCh are Battle Chariots and PCh are Platform Chariots. Due to a lack of space, some entries merely say ‘ Ax’ or ‘ Pk’. These can be either 3 or 4 figure elements, players choice.

Whoops!…I’ve just spotted a small error. In the Hispania Region, the II/39c West Lusitanians (240-20 BC) should be ‘H0’, not ‘A0’.

Any specific reason why you haven't put the I/14a anywhere ?

Any specific reason why you haven't put the I/14a anywhere ? Yes…I/14a only has itself as an enemy, so will have no impact on other nations.
