Normally thrown at the enemy at close range immediately prior to melee combat.
Not really a missile weapon, more like an assault weapon, the Roman heavy javelin pila could also be used as a spear when forming a shield wall against cavalry attack.
Suggest that Polybian/Marian Roman Legion 4BD units be treated as 4SP units when facing mounted troops to reflect the pila's dual capabilities.

Remember that all elements in DBA has advantages off-set by corresponding disadvantages.
Turning Roman Blades into a ‘super element’ with a combat factor of 4 against mounted is an advantage… …what will their disadvantage be compared to ordinary Blades?

Thinking about it some more, perhaps Phil Barker (bless him) envisions the Romans already are thrusting their pila instead of throwing them.
So we have the following:- CF 4 against mounted = Spears and Pikes (because they have long pointy sticks). CF 2 against mounted = Warbands and Hordes (because they don’t have long pointy sticks). CF 3 against mounted = Blades and Auxiliaries (because they are thrusting with their missiles, or discharging a concentrated massed volley at the very last minute). So Blades are better at improvising than Wb or Hd, but not as good as specialized Sp and Pk.
In other words, it’s already factored in their combat strength against mounted.
