A small scenario on the Battle of Ticinus, a mostly Cavalry engagement, and the first fighting in the 2nd Punic war that occurred on Italian soil.
Play on a 32" board, with an impassable river (Ticinus) on the left side of Carthaginians/Right side of Romans for flavour, or omit if you want.
Carthaginians: 1 Cv (Gen) 7 Cv (Libyan and Spanish Cavalry) 4 LH (Numidians)
Rome: 1 Cv (Gen) 6 Cv (2 Roman/Allied Cavalry, and 4 Gallic Cavalry). 5 Ps (Roman Velites)
I've inflated the number of Roman Cavalry slightly, to make it a little bit more balanced, but still a difficult fight for the Romans. If you want an even more 'balanced' game, but less historical, switch out a Roman Ps for an extra Cv. It's overall a refreshing Punic war shake-up away from the heavy infantry. Cavalry on an open field gives a much less static game, as its so much easier to come around and flank from a greater distance. It's also hard for the Romans to use their Ps, as its quick killed by Cavalry, so they need to be kept back and used strategically to gain overlaps without exposing themselves.

What other terrain features (if any) are there and where should they be placed? Or does your scenario call for a featureless plain? I'm those Roman Velites are hoping there's some place they can run and hide, what with all that Cartho Cavalry out there?

You could add some rough ground if you want, Historically it was on essentially an empty plain. definitely not the most even fight, but if you're wanting to at least experience the historical predicament the Romans were in its gotta be that way. Evening out the two side's cavalry, would give you a much more workable 'balanced' game, inspired by the original battle, the problem then becomes how can you use the velites to any effect (overlaps etc.) without having them be taken out, without the problem of also having less cavalry.
