A Recoil is not a controlled move but a forced move so its different than Ps passing through lines. While retreating PS would not carry off heavier troops it was felt that other Ps would withdraw with them rather than step up to take on whatever was causing the forced withdrawal.
Then why are Psiloi not bothered about being interpenetrated by fleeing Psiloi?
I would have thought that fleeing Psiloi running for their lives would have a far
more detrimental effect on morale than those merely recoiling.
Interestingly, HoTT 2.1 has a rule that says:-
“(Fleeing troops meeting) Friends it cannot pass through, under or over,
nor avoid, are burst through, then flee behind it until it stops”.
This sounds far more plausible and realistic than saying Psiloi can’t recoil
through other Psiloi, but are able to flee through them with no trouble at all.

Good points Chris…although I doubt that was the reason for this unnecessary rule.
Another situation is to have the Ps touching but not aligned as follows:-
Ps-Element-A
Ps-Element-B
If Ps-Element-A recoils it should be able to pass through Ps-Element-B,
but must then end lined-up behind it (see Figure 6a).
Ah, but a recoil must be straight back, so it can’t shuffle sideways to line-up,
so it can’t pass through, therefore Ps-Element-A must push Ps-Element-B back.
This has the same effect as saying “Ps can’t recoil through other Ps”.
Some players think that DBA 3.0 is complicated enough as it is,
without the need to add unnecessary and pointless rules.
Still, we didn’t write the rules…we just have to follow them…no matter how daft.
