Question Can I ask is there a reason the Assyrian army list dies not include archers fronted by spear (8bw) but the Baylonian list does. I believe it isa well known Assyrian unit and introduced to Babylonia by the Assyrians.

I believe a lot of ink, both electronic and physical has been spilled on this very topic during the development of the various DBx rules over a long period of time.
I think the Grand Old Men of the subject - those who were major consultants/contributors to the list development made pronouncements.
From what I remember the Shielded bowmen so prevalent in Assyrian reliefs are almost solely depicted as such in sieges.

Just be glad there are any Bow elements at all in any of the Assyrian armies. They've been absent ever since DBA 1.0. Now, the I/51 Later Sargonid Assyrians can optionally have a pair of 4Bw elements. As for why no 8Bw elements, you probably saw this comment in the Commentary, right?

I was "tempted" to take an out-of-the box interpretation of that line in the Commentary for this minor, basing heresy. On a standard, 40x20 base, I contemplated mounting two long-shield spearmen in front and three archers in back.

But I think it's too much a stretch (even for me!) to glean that from the above Commentary.
