As I'm a good boy, and do whatever Mr Barker tells me, all my Horde are on 40x30mm bases P. In that case, you put your 4Bd, Sp, 4Pk on 40x15 don't you? What Tony says... ...and you must be a faithful follower of the “Phantom Overlap” rule Paulisper...

As I'm a good boy, and do whatever Mr Barker tells me, all my Horde are on 40x30mm bases I know what you mean, of course, but PB does allow the 40x40 option, so all my Solid Hordes have been put into the "Federal Horde Enhancement Program", and have slowly been upgraded to deeper bases, with add'l, freshly painted figures, of course! He allows it, but in his heart, he knows it's not right... P.

As for me it is the staggering weight of tradition that forces my hand.
When DBA3 was first bandied about I had approx. 107 armies and in these armies the close formation infantry (Sp/4Bd/4Pk/4Wb) were all on 40x15 bases and the Hordes were on 40x30.
Only 11 of those armies did not need new elements to be brought up to DBA3 compliance - you can see those armies written up in the thread 'My Little Sample' where I catalogue the first 100 armies that I brought up to code - including new purpose built projects. Operation Purple Compliance continues at pace to date, and I will soon be adding another 25 armies to my little sample.
A goodly portion of my DBA2.2 stable were based on laminate bases with magnetic strip below - precision cut and built by Olympian Games - and stuck on with stronger adhesives (Quik Grip or Araldite) so rebasing is not an option. There is a small remnant of my earliest set based on thick boxboard and many of them were rebased when being dragged up to DBA3 list standards.
But - I will not be mixing base sizes in existing armies - ie additional close fighting foot will not go onto 40x20 and additional horde will not go to 40x40. Similarly I will not be making new armies with the deeper base sizes in case they find themselves fighting any of my older armies with the traditional depth.
My current stable of 114 full DBA3 armies (it does include a number of double ups) has forced my hand, and given that most of these troops struggle one way or another in bad or rough going I think it is a blessing to have a shallower base so they can get out of it more quickly.
Cheers

They also say "Players should keep as closely as possible to the minimum depths recommended". However, I haven't come across any Hd on, say, 35mm deep bases; or any Sp on 18mm deep bases either, come to that. I am just about to base some 4Bd Late Roman legionaries. They will be on 40x15mm bases.

I started basing element per the 30mm for horde and 15mm for solid foot and see no reason to change.
For the solid it allows one to see the difference between AX and BD or SP at a glance for the solid foot and as noted by others the 30mm depth for horde gives more flexibility (and results in a denser more 'hordey' look).
