Pity these come in a pack of 12 , as having 10 left over isn't good . What other army could they be used in ?

The quivers might be different, but otherwise those horse archers look quite similar to the Xyston Parthyaians. And not too dissimilar to the OG15 Early Armenians and Parthians.
So Later Achmaenids, Parthian, or Armenians could be options.
And that solves my question of where in my lead pile to get the horse archers for a Central Asian City States army.

There is a useful publication available online covering the early period of the Central Asian City States: ‘The Arab Conquests in Central Asia’ by H.A.R. Gibb, London, 1923. archive.org/details/arabconquestsinc00gibbuoft/page/ii Worth a read and at 102 pages can easily be finished in an afternoon.
