How about Fast HF w/Spear for these types of troops.
So you get CF +4, MA 3BW, Spear effect is to Drive Off Mounted (so Recoil on Equals all Mounted) and prevent Shock (Destroyed on More) from all but Knights. Fast so no negative Terrain effects for movement but no Shieldwall (i.e. no side support).
Not as good as Blade v. Foot but better v. Mounted. Not quite as good as formed (ie Shieldwall) Hoplites but able to stand up to broken up Hoplites (since both have a base of +4). Faster and better in terrain (one negative is Blades at +3 v. +2 are better in -2 Bad, maybe Fast should be only -1? in Bad?).
We've been working on Welsh Spear as Fast MF w/Spear. Still playtesting some nuances as "knifemen".
