Remember that mounted do not take their horses with them when assaulting a city. Maybe they do if entering an unoccupied city.
"Troops assaulting or defending these use their combat factor against foot " The horses or chariots do not climb up the ladders or enter the breach. Thus the "mounted" that enter, are the foot version and they want to get back to their horses. They do sack the city, but can leave as soon as they roll 5-4
Any enemy in a city is destroyed if beaten.
"Destroyed if sacking a city or if defenders of a city, fort or camp"
But not if sacking and doubled, unless sackers are considered defending, so why mention of Sacking if beaten?

The garrison referred to are the foot troops of the city owner. and refers to a campaign, not standard battle.
Phil worked very hard to differentiate between "occupy" and "garrison". Members of the development team kept after him to be explicit.
