Off topic, but here be my Rule of Miniatures
There are only Three Occasions on which it is lawful to pick up a miniature figure:
First, in the dealers' room or flea market or hobby shop, if you are considering purchasing it. (There is the "If I Had Infinite Time And Money I Would Get Into This Scale Or Period..." excuse.)
Second, this figure is Finished and Mounted and you're Playing a Game (or just admiring your work or showing it off).
Third, you have Paintbrush or Xacto Knife or ... in hand, you're Going To Do Some WORK on it.
Avoiding 'Waste of Hobby Time' is important.

Hello Gentlefolks, my Later Carthaginians (does anyone ever do Early Carthaginians?) are nearly finished. <snip> What do you paint last?
I tend to paint everything together, including the chariots when I did my Early Carthaginians (who wants Elephants?)

That is part of it Haardrada - I am intermittently working on the chariots that will make the various Indian armies capable of being fielded without having to borrow from each other.
Although the driving force in most cases where an army dets backburnered if the acquisition of new figures off TMP, ebay, or a manufacturer sale that either fit in with prior acquisitions to make an new army viable or will enable more of the options to be fielded.
A case in point are the Nubians. Got some more Old Kingdom Egyptians and had some Nubians from ebay and OG15 had a sale. The original Old Kingdom Egyptians were a 1.0 army and had no horde so were backburnered. With the new acquisitions they can now be finished but the Nubians were a quicker turn around.
Meanwhile Alternative Armies had a sale and I picked up (among others) some more peasants to build HD with for my Early Crusaders, etc.

I try to reward myself when painting and so because I like painting cavalry I have previously left them until I have painted at least 2 thirds of the infantry with the big reward of painting elephants and artillery coming last when I have done all the infantry.
However, looking at my painting tray this approach seems to be failing badly. I have lots of infantry painted and fear I am now procrastinating about getting on with the cavalry and a couple of elephants I need to do for the Successor armies.
I have also noticed that anything that needs extensive conversion gets done early...probably because the emotional attachment of converting a figure means I want to see it painted.
