In Figue 7a on page 18, under point 6 it describes how to move out of a TZ. And refers to the elements 'full tactical move'. Say the element is a LH, and has a wood to its rear, the edge of it 2 BW away. Does this mean that the LH could only move out of the TZ up to the edge of the wood?

Referring to page 9 "Threat zone", point c) the LH (single element) can go straight back for the entire move. This means that the LH spends the whole move going straight back, he cannot change direction or facing during the "retreat". But he can move any distance up to its allowed maximum.
In your case the maximum distance is 2BW because in the wood he can only move 1 BW and he has already moved 2BW when he reaches the edge of the wood.
But he can move just the minimum necessary to go out of the TZ and then stop, not necessarily the maximum allowed distance (as your question seems to imply).
