I'd be tempted to choose Gaul. Bacaudae, Franks, Burgundians, Aegidius and Rome. This will take into account all of your requirements for civil and church administration (and the 'disintegration' of the former), as well as political tension both 'inside' and 'outside' the Empire.
Plus, of course, it's one of the better-served regions as far as contemporary information is concerned - although that isn't saying much!

...all battles in this list were fought in Europe. But there were even more in northern Africa and in western Asia. Also on the islands in the west. But just a few of them are clearly reported. There are different stories about many Germanic tribes. Most of them were living in eastern Europe. In Roman and Byzantine time it was called Scythia or Sarmatia. But what people were the leaders in that area? In English there is a expression: sarmaticising Goths. But in German history books Goths were the leading elite. The arrival of the Hunnic hordes did change that image. Vandals, Goths, Sarmates, Alans, Burgundi, Suebes, Franks… But not all could flee. There is a theory of eastern Vandals published by: Helmut Schroecke - Germanen - Slawen with no English translation. But there is also an other Theory of: Reinhold Schmoeckel of a certain asimilation of Sarmates & Germans migrating west. Also with no English translation. There are 4 volumes to answer the question what people did live in the area that we know today as Germany…

… there were even more battles in Pannonia at the middle Danube coast after the death of Attila in 453. In the area between the Danube & Tisa arised short time Kingdoms - Rugiland from 453 - 488 (kingdom from 467) - the kingdom of the Skirians in Alföld(between Stovakia & Hungary) - not clearly locatet Sarmatian & Suebi kingdom - the Herules were conquered in 508 by the Lombards. After the battle of Nadao 454 the old Roman town Sirmium became for a while the capital of the Gepide empire. After that Sirmium became a Lombard town. In 504 Sirmium was conquered by Ostrogoths. But shortly after that (535) they migrated to Italy.
So there are the following armies involved
2/58/78 Sarmatian/Alan, 2/67a Osrogothic, 2/67b Heruls, 2/71 Gepids, 2/72 Quadi, Suevi & Rugian, 2/80ad Hunic, 2/84 Vandal, 2/83b Patrician Roman, 3/2 Lombard, 3/3 Ostrogothic, 3/13 Avar
