Yes Arnopov, there are many, many errors in the Army Lists...mainly caused by poor proofreading prior to publication.

As you point out, I/14a as an ally for I/32c Other Chinese cannot be right for both date and geographical reasons.
I/14d was probably meant, and is far more logical.
