So I have seen this argued every which way in all versions of DBA. Does a targeted artillery cause any ill effects to the shooter when it is responding and within range in an enemy bound? Hopefully, we will find a consensus.

Yes - but it can only respond to being shot at by enemy Artillery. If shot at by Bw, it just has to sit there and take it.

Ditto to above. The rules are very clear on this.
"Artillery can shoot only (a) in their own bound if they did not move, or (b) to shoot back at enemy artillery shooting at them during the enemy bound."
